How This Is Counted
The same spend is never counted twice. An application with no recorded activity for 90 consecutive days has its whole active spend counted as W5, and W1, W2 and W6 are set aside for it rather than added on top. Where seats are priced individually, W1 measures the unused ones and W2 stands down because W1 is the more precise figure. W3 and W4 sit on a different axis — an application can be fully used and still be redundant — so they are not set aside by W5, but one application never carries both.
Redundancy and duplication are judgements about a business, so no spend is attributed to either until a person confirms the finding. An application with no usage source is excluded from the rates it cannot support and counted in coverage instead, because an absence of data is not evidence of an absence of use. Thresholds are configured by your organization, so a judgement against one is your threshold rather than Odau’s opinion.
