A Note On What These Do Not Say
Every lens reports what it could not measure alongside what it could. An application with no usage source is excluded from a rate and counted in coverage rather than averaged in as zero, because an absence of data is not evidence of an absence of use. Thresholds are configured per organization, so a judgement against one is your threshold rather than Odau’s opinion.
