Dated by active during period. An application counts toward this period if it was active at any point in it, so a tool that ran for ten months and was retired inside the window is still part of what the year cost. Active from and Active to are available as fields, so any row here can be checked against that rule rather than taken on trust.

Every value is read from the Application Records themselves. Where a field has no source for a given row it says so and names what is missing, because a blank cell and a zero are not the same claim.
